An event loop that is loosely modeled after libevent. Features
include child/PID watchers, periodic timers based on wallclock
(absolute) time (in addition to timers using relative timeouts), as

    - INCOMPATIBLE CHANGE: ev_timer_again now clears the pending
      status, as was documented already, but not implemented in the
      repeating case.

      caused signals to not be handled anymore.
    - correct backend_fudge for most backends, and implement a
